Design and Features
As we mentioned - and as you can see from the technical specifications table - the design features of these cock rings are very similar. The visual design of these rings is the same, with both being a chunky ring with a large, smooth face on the top, almost like a signet ring - though we wouldn't suggest you go out wearing them on your fingers unless you're feeling particularly daring.
Both rings are sleek and minimalist, which gives them broad appeal and helps them blend in with your other bedroom belongings - they won't stick out too much. By far the largest difference is between how these cock rings are controlled. The Tor 2 has a very simple 2-button interface on the side of the ring, which lets you increase and decrease the power with relative ease. The Tor 3 features the exact same control scheme, but it can also connect to the LELO app for hands-free app remote control. In addition, the app lets you customize the settings. While the 2-button controls work very well, reaching down to alter settings can be a pain to do on the fly, and the app completely alleviates this issue. You can also give the phone to your partner, allowing them to control the vibration intensity and different vibration modes.
Material Quality
Both the Tor 2 and the Tor 3 are made from the exact same premium medical-grade silicone - or at the very least, the materials are extremely similar to the point where we could not tell the difference. We were quite impressed by how good this material feels; it's soft, comfortable, and very stretchy, which will make them a practical way to make your penis harder for anyone who isn't on one of the far-extreme ends of the spectrum of penis size. Other similar cock rings can be a little rigid, which ends up reducing the user base - that's not as much of an issue here.
The silicone also covers the flat surface of the ring that houses the vibrating motor. Since this is designed to stimulate both you and your partner, it needed to be smooth enough to comfortably rub against their vagina, anus, or perineum - and we're happy to report that you shouldn't experience any unwanted friction with either of these cock rings. With that being said, you should still use some lube - it'll just make it feel even more pleasurable.
Since these rings are both silicone, they are only compatible with water-based lube - so avoid silicone or oil-based lubricants.
Though some may see this as a downside, cock rings don't generally require the extreme slipperiness of silicone or oil-based lubes, so we didn't really mind. Safety-wise, the silicone used is free from phthalates and latex, and it's also non-toxic, so it should be perfectly safe for use even if you have sensitive skin. It's also waterproof, meaning you're free to take either of these rings with you wherever there is water.
Performance
So - how do these cock rings actually perform where it counts? As it turns out, both perform very well - but the Tor 3 does outperform the Tor 2 in practically every way.
The 6 power levels of the Tor 2 all feel great, and the variety of the settings gives you some room to find the perfect level to stimulate you and your partner during solo or couple play. The Tor 3 offers an additional 2 levels of power, which provide even more stimulation, and potentially stronger orgasms. If you're new to vibrating cock rings though, these 2 additional power levels may not be necessary - you (or your partner) may even find them overstimulating.
We reckon intermediate users and experts will really enjoy the higher power though - and the overstimulation can be useful for stamina training, which is something to bear in mind.
During both sex and masturbation, the vibrations definitely enhance the experience. While they're not for everyone, they're the main feature of these rings - so you might want to look elsewhere if you or your partner aren't interested in vibrating stimulation. If you are though, these rings should really do it for you, helping make sex even more pleasurable - and the extra power of the Tor 3 can take this even further, especially if you're used to lower-powered rings.
While not strictly necessary, the app controls of the Tor 3 can also make a difference during sex. The main difference between the app and the buttons is that the app makes it even easier to change the settings in a non-obtrusive fashion at a moment's notice - useful for when you don't want to interrupt the flow of things. Having access to custom settings can also make a difference - you can play around with various preset vibration patterns, and even create your own. There is one downside to the app though. While Bluetooth tends to work totally fine, sometimes it seems like it can just decide not to function properly. While this isn't exclusive to these cock rings by any means (lots of Bluetooth-enabled devices can struggle to connect from time to time) it can sometimes cause unwanted disruptions to sex when it happens to sex toys. We didn't really have any issues during testing, but it's worth mentioning since it's always a possibility.
Finally, we have to mention whether or not the Tor 2 & 3 actually achieve the primary purpose of a standard cock ring - helping you maintain an erection and helping you last longer in bed. Both of these rings pass with flying colors for the most part; the size of the ring and stretchiness of the silicone means it works great for keeping the blood in your penis, which should help you maintain a hard-on even if you suffer from ED. Delaying ejaculation with cock rings can vary from penis to penis - but we found that both rings worked quite well in this department too.
Hygiene and Maintenance
The silicone material and simple design of both the LELO Tor 2 and the LELO Tor 3 help make them very hygienic, and super easy to clean and maintain - which is always fantastic to see. Since they're fully waterproof, washing them is a breeze - just use some warm soapy water, or give them a wipe with some antibacterial sex toy cleaner. After this, let them air dry, and you'll be totally good to go. Just make sure you don't store them away while they're damp. Some cock rings feature more complex designs with nooks and crannies that make them harder to clean - but this isn't an issue here.
The reason silicone is such a hygienic and safe material to use for sex toys is that it's non-porous. Porous materials have lots of tiny holes, which makes them perfect for harboring bacteria, which could potentially lead to bacteria build-up if not washed extremely thoroughly. This is one of the issues with TPE, another popular sex toy material. Silicone does not have this issue, meaning that though you should still be washing these cock rings, you have a lot less to worry about - and that goes for both the Tor 2 and the Tor 3.

At the end of the day, these are two great cock rings, and you can't really go wrong with either of them. While the additional power, battery life, and app-interactivity make the Tor 3 the better of the two rings in our opinion, none of those features are absolutely necessary for a good time. However, you're going to be paying quite a lot of money either way - so in our opinion, you may as well drop the extra 10 to 15 dollars and get all the upgrades, assuming they sound good to you.

If money is no object, or even if your budget just isn't super tight, we'd recommend you go for the Tor 3. Even if you don't need the upgraded features, it'll be nice to have the option in the future, and you don't want to be stuck with a slightly lesser expensive cock ring that you want more from.
